"diligence and fidelity, to the satisfaction of the Head Officer or Officers of his Department," to be signed by any two of such Head Officers, if there shall be more than one, or by such Head Officer, if there shall be but one, together with "such a statement as will exhibit the merit, and value, and labour of the services of the Person recommended, embracing as long a period of his public service as can be authentically stated," and observations as to Special Services, Suspension, Reprimand, &c., with full particulars of any injuries received on duty, or other claims or matters for consideration.
Mr. Gutierrez has to the best of his ability during the past five years discharged the duties of his office with diligence and fidelity. His advanced age has not rendered it possible for him to render meritorious service. There are no services of special value, suspension, reprimand, or injuries received on duty on record in this department.
19. Computation, by the Auditor General, of the Pension, &c.
I certify that the annual pension which may be paid to the Applicant according to the Rules of the Colonial Service, amounts to eight hundred and fifty-one Dollars and twenty cents.

Mr. Gutierrez entered the service on the 7th April 1864 as Assistant Clerk in the Surveyor General's Dept. and has been promoted to 3rd and 2nd Clerk. When the Land Office was transferred to the Supreme Court, the 1st Clerk of the Survey Dept. was also transferred and appointed Deputy and Officer, and Mr. Gutierrez was styled 1st Clerk (24th April 1884) and a personal allowance granted. His service amounts to over 30 years and 1 month. The periods of absence have never obscured his service, therefore no deduction is made on his pension. He is thus entitled to a pension of $812.40, being 60/80ths of his emoluments of $2,208. But if, as seems under the circumstances reasonable, he be considered to have completed 29 years' service, his pension will amount to $1,251.00.
